Sauté' chicken breast with olive oil until almost fully cooked. Add shallots, and garlic. Sprinkle with pepper. Sauté' for another minute or so, until the shallots and garlic are fragrant.
Add vegetables, pepper, garlic powder and 1/4 cup soy sauce. Sauté for 5 minutes over medium high heat, stirring occasionally.
Combine remaining ingredients in a small bowl to make the sauce. Pour sauce over chicken and vegetables. Cook on medium high heat for about 5 minutes or until vegetables are cooked and sauce is thickened.
Serve hot over cooked rice. Top with green onions.
